Zoë Garbett is Commissioning Manager for Procurement and Market Development for the London Borough of Barking and Dagenham’s adult social care commissioning team. The role consists of researching and scoping services to develop the social care market. Zoë is currently working on a review of information, advice and advocacy services, looking at developing social enterprises, and on a number of community development projects including support for carers and befriending networks.
